Arizona Governor Janet Napolitano has been rated one of the worst governors in terms of fiscal management.  In the recently released study, Fiscal Policy Report Card on America's Governors, the non-partisan CATO Institute rates the Arizona Governor with a grade of “D.”  The study is based on 15 objective measures of taxes and spending.  

Napolitano’s rating is no surprise to people living in Arizona.  In the first two years of the Napolitano administration, the combined state budget deficits have totaled $1.2 billion.  This is in sharp contrast to the $1.6 billion in budget surpluses in the ten-year period prior to Napolitano becoming governor.  Her grade would have been worse had she been able to push through some of the recommendations from her ill-fated 2003 Citizen’s Tax Commission.
